Twisted 28g

Does anyone have any ideas as to why my twisted 28g 7 wraps 3mm comes out to about 1.2ohms instead of about 0.7-0.8ohms? A single 28g 3mm 7 wrap comes out at about 1.5ohms, so why isn't my twisted a little over half of that?
It's a bcomtiful tightly twisted, even looking coil, the legs are screwed down fine, but doesn't read close to what I expected, or a coil wrapping calculator would say. I know that twisting gives it more length than if it were parallel, but it shouldn't be that high, should it?
