Here is a link to a video more about the how reviewers have been wrongfully stating the voltage output of devices using pwm..
Of course it has been by lack of knowledge in electronics than by design..

I am not electronics trained and just consider myself a hobbyist..:) So look elsewhere for more understanding .. I do.

I did order and just rec'v a ECD meter and I am waiting for my usb-ttl module to hook it to my computer..:D:D

    Here is the video..
Dear Reviewers, You're Doing It Wrong - The ECD Meter - YouTube

Here is more info about the ECD meter and why it is DIFFERENT from A MULTIMETER..

The ECDmeter (Electronic Cigarette Digital Meter) was developed to take the guesswork out of vaping. with a mod, or even an eGo.
If you use an adjustable voltage device, you are already aware of the advantages but often, it is not apparent exactly what the mod is doing. at all times. Many will not do what is being requested of them. and it is not apparent to the user most of the time.
Voltage and current displayed on this meter are accurate to better than 1%.
The rms Voltage displayed on this meter when a PWM device is detected is not the same as the average displayed by most multimeters and is the only way to correctly indicate the voltage.

The peak voltage displayed for a PWM device gives a direct indication of the actual charge state of the cell or battery regardless of the output voltage setting.
It sounds complicated but the meter does all the hard work for you.
All readings have a pseudo text display before them so you always know what you are displaying.

A linear regulated. or mechanical device will display the 4 most relevant functions.
    bat .. the output voltage,
    cur .. the output current
res .. resistance of the atty or carto
por .. output power of the device

A PWM device adds further functionality
rms .. the equivalent DC voltage
duty .. the 'throttle position', percentage of full power
fre .. the device PWM frequency

AND here is a link to an explanation of WHY RMS.

There are multimeters out there for under $40 that'll read vRMS and Hz. I've got an Extech MN36 that'll do it as will the MN35 that can be found for $20. Very good meters for the $$

I updated my post, to hopefully remove any confusion that the ECD meter is just a multimeter..

It is programed to displayed the functions mentioned.. specfically those of an e-cig operating with a linear regulated. or mechanical device or a PWM device. It dose this automatically detecting which type of device is attached. It also ouputs its data to a computer via a Usb-ttl module which is purchased seperately.
